What we do

Inland Revenue's Policy and Regulatory Stewardship group (previously Policy Advice Division (1995–2013) and Policy and Strategy (2013–2021)), jointly with the Treasury:

  • advises the New Zealand Government on all aspects of tax law changes and social policy measures that interact with the tax system
  • drafts tax legislation
  • negotiates, interprets and maintains New Zealand's network of double tax agreements with other countries

How we develop tax policy

Since 1995, tax policy has been developed using the Generic Tax Policy Process. This is a process designed to ensure better, more effective tax policy development through early consideration of all aspects – and likely impacts – of proposals, and increased opportunities for public consultation.

Regulatory stewardship

Inland Revenue has responsibility for, or a major role in, seven regulatory systems.
